It does sound like a classic ground issue you are having on the trailer since the flashers do not work when the running lights are on but work when they are off. The running lights have a bigger draw on the wiring and if the ground is not sufficient the other lights will not operate properly. I recommend to make sure all of the grounds on your vehicle trailer connector and your trailer are properly grounded to a clean bare metal surface.

I do have an option for you but the Buyers Products Rectangular Flood Light part # 3371492135 is not designed to be adjustable once mounted. You can remove it, loosen the mounting hardware, position it where you want it and then tighten them back down with an Allen wrench but that can become inconvenient.

We may have something that works but if your right directional light isn't working on your 2019 Ford Ranger you'll want to check the bulb, assembly, fuse, and wiring. The difference between LED lights and standard incandescent trailer lights is the amperage (current) draw they require. LED lights require far less power to operate, and some converters will not work with LED lights because they present a very different electrical load that is harder for the converter to recognize.
